This paper does not address lunar or asteroidal materials utilization though it was presented at such a conference. The design has the private sector financing extra copies of International Space Station modules to produce a commercial business park. "... Marketing issues for near-term orbital business parks, including the need and strategy for pre-sales are reviewed. The paper closes with a review of analogous examples of successful, long-term commercial development of entire new industries based on initial government investment in the requisite pathfinding technologies, followed by significant private investment and job growth." - MP
